Jackson Bamwesigye is a multidisciplinary Monitoring and Evaluation Specialist with over 15 practical professional experience in project design and monitoring and evaluation of health projects. Currently, I coordinate M&E activities HIV prevention, care and treatment, TB/HIV, as well as cross cutting programs. I oversee data collection and reporting process, data quality, integrity and analysis as well as provide capacity building and technical assistance to the national health M&E systems in Rwanda. I spent four and a half years working with USAID/Rwanda as the Mission Monitoring and Evaluation specialist, serving as the lead for monitoring and reporting of programs. In this period, results and providing oversight and technical guidance for supporting data collection, data quality I performed various analytical, advisory, and coordination roles to support USAID/Rwanda Mission. I supported USAID Implementing Partners in the development and review of their performance management plans (PMPs), work plans, providing basic M&E trainings on M&E tools and overall guidance on USAID’s M&E and reporting requirements and procedures. I was also the technical lead person for designing and conducting evaluations (both performance and impact evaluations). I designed and participated on several evaluation works like; the evaluation of USAID investments in the biodiversity programs/Nyungwe conservation projects, the midterm evaluation of the youth livelihood project/Akazi Kanoze program, Integrated Rural livelihood Project (ILLP), Rwanda Dairy Competitiveness project implemented by Land O’Lakes, impact evaluation of the Integrated Services for vulnerable Population (ISVP), the costing and quality of care evaluation for OVCs programs. Also, I designed and participated at different World Bank funded surveys during my work with Rwanda demobilization and reintegration program- disability surveys, tracer surveys, grants utilization surveys. I have received several cash Honor awards for strengthening M&E systems. For more than 15 years, I have worked at different levels across virtually all sectors in which international development agencies ( UN, USG, and government) are active, and I have delivered technical assistance in setting up and operationalizing M&E systems and in monitoring & evaluation methodologies, data collection methods and data/statistical analysis, including management of web-based reporting systems. I understand different agencies (UN, USG, W/B) M&E procedures and requirements and has been instrumental in operationalizing some of them. Jackson has an MA in Development Studies specialized in Population Poverty and Social development from Institute of Social Studies in the Netherlands and has an experience of over 15 years in program management and monitoring and evaluation. In addition, I have undertaken numerous project management and M&E trainings across different sectors both in the region and outside world.
