About the Project

The study was an initiative led by the Ministry of Environment of Rwanda in collaboration with the German Cooperation (GIZ). It aimed at strengthening governance systems within the Climate, Environment, and Natural Resources (CENR) Sector Working Group. The study identified key institutional, policy, and coordination gaps that influence effective governance and proposed actionable strategies for improved sector performance and accountability.

By promoting collaboration among government agencies, development partners, and stakeholders, the project supported evidence-based decision-making, efficient resource management, and integration of climate resilience into national development plans.

Project Focus

− Strengthening institutional coordination within the CENR Sector
− Enhancing transparency and accountability in environmental governance
− Supporting data-driven and evidence-based policy formulation
− Promoting sustainable management of natural resources

Project Reach

Around 15 sector working groups (SWGs) operate across Rwanda’s key development sectors, that is, the Finance Ministry.

These SWGs serve as coordination platforms for government ministries, development partners, and other sector stakeholders.

They span multiple sectors, including education, governance, decentralisation, environment, natural resources, and ensure alignment of planning, monitoring, and resource mobilisation.
