The General Assembly is the Supreme body of CDP. It is composed of founding members. Founder members are the signatories to the constitution of CDP. The General Assembly is the supreme body of the organization. It is composed of all effective members. It owns and oversees the growth and development of CDP. The organ sets the organization’s direction and oversees the decisions and operations of the Board of directors.

They are committed to actively participating in all the activities of the organization. They attend all the meetings of the General Assembly with the right to vote and have to give contributions decided by the General Assembly. It has full powers and makes all decisions regarding the policies and priorities of the CDP. The General Assembly provides and protects the vision and values of CDP.

Eric Rutabana

Mr. Rutabana is a well-known Rwandan banking executive, turnaround strategist, and experienced investment professional with experience of over 18 years. He has strong knowledge in investment management including identification, due diligence, appraisal, negotiation, structuring, monitoring and exit of investments. He has deep experience in the Financial Sector (in Development Banking, Commercial Banking, Private Equity, and Funds Management environment), risk and portfolio management, as well as talent/people management. He has a strong knowledge of the African, East African, and Rwandan business and financial environment including regulation, competitive landscape, and the macro-economic environment. Eric has held senior positions at BPR Atlas Mara, I&M Bank, and KCB Bank, as well as at the BPI Rwanda SME Fund where he was Country Manager and Chief Investment Officer. At BPR- Atlas Mara, Eric was the Country Head of Corporate and Investment Banking and led the firm as acting CEO until the end of 2017. From December 2017 to December 2019, he was CEO of the Development Bank of Rwanda (BRD) where he led a major turnaround/restructuring initiative, significantly improved portfolio quality, and brought the bank back to profitability. Currently, he is Deputy group CEO of the Milbridge Group, a manufacturer and trader of a wide variety of construction materials and products, where he is responsible for the group’s operations across East Africa. He holds an undergraduate degree in business administration from the University of Rwanda and earned his MBA degree in Finance from the Maastricht School of Management, Maastricht, the Netherland

Edward Kadozi, PhD

Edward KADOZI, Ph.D has the privilege of combining industry work and academia. He has over 10 years of professional experience in Capacity Development, employability skills development, labor market interventions, economics of migration in Africa, and policy analysis. He is a Senior Analyst at Rwanda Development Board (RDB). He provides technical and strategic advice to the RDB, public, and private sectors in areas of capacity development, skills development, and employment interventions. Edward has extensive professional and teaching experience in policy and strategy formulation as well economic analysis in Rwanda. He is the founder of the Centre for Development Policy (CDP). Edward has/continues extensively worked on the contribution of Diaspora in economic development in SSA countries. His research work is in the economics of remittances and Brain Drain/Gain in Africa, institutional economics, policy analysis, human capital development, and employment interventions. He is a visiting lecturer of economic policies, environmental economics, and Development theories and strategies at the University of Rwanda and Kigali Independent University in the masters’ program. Since 2013, Edward is a lead trainer of Policy Formulation and Policy Analysis at Rwanda Management Institute. He is an external supervisor of Masters’ students of International Development program at the University of Amsterdam, the Netherlands who conduct their research projects in Africa. He received his Ph.D. from the University of Amsterdam, the Netherlands in the Political economy of development and his Master’s degree in public policy from Tsinghua University, China. He received a Bachelor’s degree in economics from the University of Rwanda.

Samuel Kamugisha, PhD

Dr. Samuel Kamugisha is a reputable industrial development scholar and a leading voice in development policy. With a career spanning over 15 years, he has dedicated his work to fostering sustainable industrial development and economic growth in Rwanda. As the Executive Director of CDP, he plays an instrumental role in shaping its mission to provide evidence-based research for policy formulation in Rwanda. His research on industrial development has directly influenced national strategies, earning him recognition as a key advisor to practioners and policy makers. He is also a lecturer at the University of Rwanda (UR), where he teaches business-related studies in undergraduate and postgraduate programs. Besides, Dr Kamugisha served as the Director General in Charge of Industrial Promotion and Entrepreneurship Development at the Ministry of Trade and Industry (MINICOM) in Rwanda he was in charge of leading the process of policy design and formulation of strategies on industrial and entrepreneurship development; setting up mechanisms to identify key industrial development opportunities and creating a conducive environment for its development; and supporting the competitiveness of local industries and promoting locally produced products to recapture the domestic market. Dr. Kamugisha holds a PhD in Business Administration from Jönköping University in Sweden, equipping him with a unique blend of academic rigor and practical policy expertise. His research interests are mainly in industrial development focusing on new venture processes, survival, and growth of manufacturing firms in the context of developing economies. He is respected for his commitment to translating complex data into actionable policy, a principle that continues to guide his current advisory roles and his passion for mentoring the next generation of Rwandan policy leaders. His contributions are pivotal in establishing CDP’s reputation as a cornerstone of evidence-based policymaking.

Mr. Herbert Rubasha

Herbert holds a Bachelor of Laws (LLB) and a Master in Business Law from the University of Rwanda (UR) and a Master of Laws (LLM) in Human Rights and Democratization in Africa from the University of Pretoria, South Africa. Herbert also holds a Certificate in International Commercial Arbitration from the London Chartered Institute of Arbitrators. He works with MRB Attorneys and heads the department of Corporate and Commercial Affairs.

He possesses hands-on experience and has a strong passion for corporate law, business and commercial law, land and international private law where he has fairly published and extensively advised. Particularly, he takes charge of corporate assignments, carrying out negotiations, related legal research, legal advisory work, legal audits and due diligence, drawing, and analysis of security instruments as well as the creation of securities for Banks and other financial institutions. He has also extensively negotiated business deals involving international transactions, participated in government delegation in the negotiations around harmonization of the East Africa Community (EAC) commercial laws; joint ventures for local and International companies, supply contracts, Labour agreements, and many others.

He was one of the founding partners of Fountain Law Chambers and a Managing Partner, where he advised and represented several corporate clients in Rwanda in different transactions. He has acquired considerable exposure and experience in this respect. He is also familiar with most of the national, regional, and international legal regimes ‚Äì a quality that has allowed Herbert to work as a university lecturer at the Faculties of Law ‚Äì UR and the Institute of Lay
Adventists of Kigali (INILAK). He is a member of the Rwanda Bar Association, the East African Law Society (EALS), and a member of the Pan African Lawyers Union. Herbert is a native speaker of Kinyarwanda and has an excellent command of English and a working knowledge of French and Swahili.

Emmanuel Mugandura

Mr. Emmanuel is a Chartered Certified Accountant (ACCA) and a member of ICPAR, with an MBA in Finance, and a Bachelor’s degree in Accounting Science. Emmanuel is a certified microfinance expert, a qualification he acquired from the Frankfurt School of Finance and Management. Emmanuel is a seasoned banker with over 18 years of experience and over 15 years in senior managerial roles within the Rwandan banking industry. He is currently the Chief Finance officer for Cogebanque plc. Prior to Joining Cogebanque in 2017, Emmanuel was the CFO at Urwego Opportunity Bank (part of the Opportunity International network) for 4 years. Prior to the role of CFO, he was the Chief Risk Management Officer for a period of 3 years and before that he was the Chief Internal Auditor for 3 years in the same bank. Through his career development, Emmanuel has gained immense experience in the financial sector, ranging from financial planning and management, treasury management, strategic planning, and implementation as well as Audit and risk management. Mr. Emmanuel assumed the role of Acting CEO at Cogebanque plc, for a period of four months after being appointed by the Board of Directors on December 31, 2020. Prior to the banking sector, Mr. Emmanuel worked at the Office of the Auditor General of Rwanda where he audited different public institutions for 2 years, which he joined after serving as an accountant at the National University of Rwanda.

Glorieuse Uwizeye

Glorieuse Uwizeye is an Assistant Professor at Western University in the Arthur Labatt Family School of Nursing. She was a postdoctoral fellow in the Society of Fellows at Dartmouth College, with a primary appointment in the Department of Anthropology. She is a Mental Health Nurse who obtained her Ph.D. in Nursing from the University of Illinois in Chicago, a Bachelor of Nursing Honors (mental health), and a Master’s degree in Nursing (mental health) at the University of KwaZulu Natal/ South Africa. She is interested in studying the intersecting impacts of political, socioeconomic, and environmental factors on development and health. Her research program focuses on the health impacts of genocide against the Tutsi and epigenetic mechanisms linking prenatal exposure to genocide or genocidal rape and adulthood health outcomes. She has held key positions at the Rwanda Ministry of Health, USAID US Embassy in Rwanda, FHI 360, and Association Mwana Ukundwa.

Mrs. Peace Aimee Niyibizi

Mrs. Niyibizi is an economist with more 15 years of economic research and familiar with a wide range of macroeconomic policy issues. Peace worked at the National Bank of Rwanda, where she contributed to the implementation of the monetary policy and financial sector development. Currently, she is an Economist at the World Bank Group, in the Macroeconomic, Trade and Investment Practice. She holds a PhD in Economics from the University of Newcastle (Australia)

Dr. Christophe Ngendahayo

I am a physician and global public health leader with 8 years’ experience, focusing on NCDs, air pollution, and climate advocacy through working with reputable institutions such IFMSA, WHO, WONCA, Rwanda’s MoH, King Faisal Hospital Rwanda Foundation, University of Rwanda. Contributed to 50+ policy and global health briefs and papers at WHO, coordinated over 20 impactful projects across Rwanda and Africa. A certified Public Health Leadership Trainer and Air Health Trainer, who trained and empowered 5,000+ public health leaders from 24+ countries and delivered over 100 training sessions to 3,000+ air health advocates across Rwanda’s hospitals.
  
I am currently working with the University of Rwanda (UR) through King Faisal Hospital Rwanda Foundation (KFHRF) as the Academic Programs Coordinator for postgraduate studies, coordinating residency and fellowship programs, elevating medical training standards.

Dr Otieno Ong'ayo (Antony)

Otieno Ong’ayo (Antony) is a political scientist and academic researcher at the International Institute of Social Studies (ISS) of Erasmus University Rotterdam, specializing in diaspora organizations, transnational practices, migration, and development. He holds a PhD from Tilburg University on Ghanaian diaspora organizations in the Netherlands, along with a Master’s and Bachelor’s in Political Science (both cum laude) from Stockholm University. His professional roles include membership in the Commission on Development Cooperation for the Dutch Government’s Advisory Council on Foreign Affairs, involvement in diaspora policy engagement with the municipality of The Hague, and research on transnational political engagement of African diaspora communities. With experience in EU-funded research on diasporas and peace building in the Horn of Africa, institutional building cooperation between African diaspora organizations and governments, and fieldwork on China-Africa relations, he has also taught at several institutions including Webster University, Amsterdam University College, Tilburg University, and University College Utrecht, bridging academic research, policy advising, and community engagement.

Ggombe Kasim Munyegera, PhD

Dr. Ggombe Kasim Munyegera is an Economist, consultant, and co-founder of the Center for Development Policy. He holds a Ph.D. and MA in Development Economics obtained from the National Graduate Institute for Policy Studies (GRIPS) in Japan, and a BA in Economics obtained from Makerere University, Uganda. His areas of research are financial sector development, private sector development, trade, agriculture and rural development, gender, disability and social inclusion, and climate change. Kasim has also engaged in the implementation and evaluation of multi-stakeholder development projects in East Africa. His evaluation experience covers government programs and policies including Rwanda’s Vision 2020 and the National Strategy for Transformation as well as several development interventions like Grofin financial instruments for SMEs in Rwanda (with Ecorys Netherlands), the menstrual hygiene management project in Uganda (with Global Bridge Network), the air pollution monitoring project in Rwanda (with Japan Weather Association), capacity development interventions in Rwanda (with UNDP Rwanda), among others. He has provided consultancy services to government institutions and international organizations like UNCDF Rwanda, UNDP Rwanda, UNECA, UNU- WIDER, ILO, OECD, IGC, Ecorys, and Japan Weather Association, among others. Prior to joining the consultancy, Kasim served as Country Economist for the IGC Rwanda office, where he offered policy advice to government institutions in the areas of agriculture, trade, private sector development, financial sector development, and digital economy. He has authored several journal publications, book chapters, policy papers, and policy briefs and he is a reviewer for several international journals. Besides research, Kasim is a trainer of econometrics/ statistics, research methods, and data analysis using STATA, EViews, SPSS, R, and Microsoft Excel for various ministries, universities, organizations, and individuals in Japan, Rwanda, and Uganda. He also offered, on a part-time basis, lectures on Advanced Econometrics and Advanced Microeconomics at the African Center of excellence in Data Science of the University of Rwanda. Kasim is passionate about the integration of evidence and research in policy processes in Africa as a tool to maximize policy impact and effectiveness.

Emmanuel Mugisha

Program Manager, 

Mugisha is a Program Manager at CDP, where he oversees project design, implementation, evaluation and learning. He  coordinates project team and liaise funders with CDP, and stakeholder engagement. Emmanuel leads project budgeting and reporting. With over 2years experience, he has led the delivery of programs on youth employment, cooperative development, digitalization of agriculture, and policy research. Emmanuel holds a Master’s Degree in Applied Quantitative Economics from the University of Rwanda, in partnership with the Kiel Institute for the World Economy in Kiel (Germany).  His research focuses on economic development, with a strong emphasis on trade policies, trade and economic growth, and Agricultural transformation. At CDP, Emmanuel has coordinated multi-stakeholder initiatives, managed MEAL frameworks, and contributed to proposal writing and partner negotiations. He is committed to CDP’s mission of driving evidence-based approaches to drive inclusive development in Africa.

Felix Nzeyimana

Monitoring and Evaluation Specialist, Center for Development Policy (CDP).

Felix drives our organization’s efforts in monitoring and evaluation of the project implementation on the field, leads the data analysis and reporting to the management of CDP. He is responsible for developing and implementing robust national database of, mostly agriculture cooperatives and SMEs, collects and analyze collected data to inform decisions, design monitoring, evaluation and learning. He monitors and tracks the progress, measure outcomes, and inform decision-making. Currently, Felix is leading Monitoring and Evaluation of Agriculture project aimed at

strengthening governance and Business Development Services of agricultural cooperatives through Business Development Services (BDS), working closely with Business Development Advisors from the field. His work contributes directly to driving youth and women employment and inclusive economic growth. Felix has a Master’s degree in Development Economics, and Master’s degree in Energy Economics both from University of Rwanda. He brings deep multidisciplinary expertise, along with extensive experience in consultancy, policy analysis, & research from the Center for Development Policy. Felix is driven by a passion for translating complex data into actionable strategies that empower communities, improve agricultural livelihoods, and support evidence-based decision-making.

Munezero Kalisa Raissa

Operations Manager,

Raissa runs the day-to-day operations of the Center for Development Policy, a job she combines it with supporting the Finance Manager as Financial Assistant. She runs and oversee the operations of research, training and consultancy projects and assignments. Raissa has over six (6) of experience in managing research and consultancy operations, leading teams on the field during data collection and reporting. Besides the latter, Raissa has practical experience in cross-border trade, and working with Women in formal and informal cross-border trade in Rwanda.

Driven by passion for inclusive development, Raissa is committed to smoothening the operations of the organization to enhance the impact of the organization on Youth and women struggling to be competitive in both local and regional markets.

NDEKEZI Ange

Finance Manager
At CDP, Ange manages all financial operations, including budgeting, financial reporting, forecasting, and compliance, with a strong focus on cost optimization and strategic financial planning. With over 3 years of experience in financial management across social sectors. Besides managing finance and operations, Ange supports Proximity Business Advisors on the field on financial management of smallholder farmers. Ndekezi Ange holds a CPA and a Bachelor’s degree in Accounting from the University of Kigali. He brings deep technical expertise and leadership to CDP in areas of financial management and financial advisory services  .

Kelly Sandrine Dushimimana

Kelly is a Business Development Advisor based in Kamonyi District. She specializes in identifying growth opportunities and providing business advisory services, coaching and mentorship  to smallholder farmers, cooperatives and SMEs in Kamonyi. Kelly’s professional journey began as an RRA Technician intern at Songa Logistics, where she gained expertise in tax operations. She then served as a Sales Associate stainable growth and development in her community. Kelly is a certified SCOPEInsight Assessor.

Business Development Advisor (BDA)

Emmanuel is a Proximity Business Advisor based in Bugesera District. He provides proximity Business Advisory services to the smallholder farmers, cooperatives and SMEs. In addition to the business advisory services, Gatsinzi facilitates smallholder farmers, cooperatives and SMEs to access finance and markets of their produces. At CDP Africa, he leverages his expertise to train cooperative leaders, enhance business practices, and connect cooperatives with markets and partners. Emmanuel is passionate about community development and committed to helping cooperatives build stronger, more sustainable businesses. He holds Bachalor’s degree in Finance from University of Rwanda. Placide Habumugisha

Business Development Advisor 

Placide Habumugisha is a Rwandan economist and development strategist serving as a Business Development Adviser at the Center for Development Policy Africa (CDP). With over eight years of experience in economic research, policy development, and strategic planning across public institutions and international organizations, he holds a Master’s in Applied Quantitative Economics from the University of Rwanda (in partnership with the Kiel Institute and Christian-Albrechts-Universität zu Kiel). Skilled in advanced statistical and econometric tools, Placide applies data-driven insights to promote inclusive growth, strengthen institutional performance, and support evidence-based decision-making.

Esther Niyonshima

Business Development Advisor

Esther provides business development advisory services, coaching and mentorship to smallholder farmers and SMEs in Musanze District in Northern Rwanda. She holds a Bachelor’s degree in Business Management, Esther brings hands-on experience in identifying market opportunities, fostering partnerships, and driving cooperative and SMEs expansion initiatives. She is passionate about creating sustainable business solutions and contributing to the success of cooperatives by strengthening their business practices, governance, and financial management. Munyeshyaka Theogene

Business Development Advisor

Theogene is a proximity business development advisor in Rubavu District in Western Rwanda. He focuses on providing proximity business advisory services, coaching, mentorship and training to smallholder farmers, agriculture cooperatives and SMEs in Rubavu District in Western Rwanda. Theogene has over six (6) years experience in  result-driven Business Development Services, market research, enterprise development, and project management. He holds a Bachelor’s in Agribusiness and a Master’s in Project Management. Theogene professional experiences focus on cooperative management, development, and value chain analysis. David Gashumba

Business Development Advisor

David provides on capacitating agriculture cooperatives and SMEs in Nyagatare District by improving business practices, cooperative governance, financial management and entrepreneurship development. With extensive expertise in Agricultural Extension Services (AEF), he supports initiatives that promote sustainable agriculture cooperative growth, economic empowerment, and community development. An experienced agricultural sector professional with a strong background in working with NGOs and organizations dedicated to improving the lives of rural communities. His strategic advisory and developmental programs have made him a key contributor to fostering positive change in smallholder farmers, particularly in empowering smallholder farmers and agricture SMEs in Nyagatare District. Alphonse Mutabaruka

Business Development Advisor

Alphonse Mutabaruka holds a Master’s degree in Applied Quantitative Economics and a Bachelor’s in Monetary Economics from the National University of Rwanda. At CDP, Alphonse supports and provides capacity building of smallholder farmers, cooperatives and SMEs through financial management, cooperative governance, entrepreneurial skills, access to finance and market while also contributing to data analysis, research, and proposal development. Alphonse is an economist with hands-on experience in economic fieldwork, served as an Enumerator for the Rwanda Governance Board and as a Team Leader for Plan International Rwanda. He is proficient in STATA, SPSS, EViews, and various monitoring and evaluation tools. Evelyne Mukeshimana

Business Development Advisor

Evelyne supports smalholders farmers, agriculture cooperatives and SMEs in Nyabihu District in Western Rwanda through provision of proximity business development services, training, coaching and mentoring in the areas financial management, cooperative governance, entrepreneurship, access to finance and markets. Evelyne holds a Bachelor’s degree in Applied Statistics from the University of Rwanda. She has practical experience in economic research, data analysis, and is committed to empowering cooperatives through data-driven interventions for sustainable growth and inclusive development. Diane Niyonshuti

Business Development Advisor

Diane, holds a university degree in Cooperative Management Accounting from Kigali Lay Adventist University. At CDP, Diane supports and provides training to smallholder farmers, cooperatives, and small and medium-sized enterprises (SMEs) in financial management, cooperative governance, business knowledge, access to credit, and markets, while also contributing to data analysis, research, and project planning. Diane has experience in cooperative management and accounting. She is fluent in English and Kinyarwanda and has a strong interest in evidence-based research aimed at informing citizen welfare and development.

Sam Turahimana

Business Development Advisor, 

Samuel is a Business Development Advisor at the Center for Development Policy (CDP Africa), where he supports innovation-driven enterprise growth, cooperative development, and sustainable economic transformation. His work focuses on advancing inclusive business models, strengthening local economies, and integrating technology into development strategies.

He holds a Bachelor’s Degree in Agricultural Engineering from University of Rwanda and has contributed to agricultural project writing, design, and strategic planning at INESAM Company Ltd, focusing on improving digital agriculture and energy-efficient solutions for farmers.

Samuel is recognized among the Youth Connekt Award Winners (2023) and is the Winner of the Ongera Igishoro Seed Fund, a joint initiative by IOM and MIFOTRA.
He received the Second Prize at the UNESCO UNITWIN 2023 Rwanda Challenge and was named 2023 Innovator of the Year by the University of Rwanda. In 2024, he won the Global People Award under the UK Efficiency for Access Competition, highlighting his commitment to impactful innovation.
He is certified in AI and IoT by the Africa Center of Excellence in Internet of Things (ACEIoT) and trained with the Africa Centre of Excellence for Sustainable Cooling and Cold-Chain (ACES), where he developed expertise in GoSolar energy for sustainable crop preservation.

Samuel also led the Precision Crop Preservation with Energy Efficiency Project, integrating IoT and AI to reduce post-harvest losses and promote climate-smart agriculture he also founded Research Sphere youth-led platform promoting research and innovation.

At CDP, he focuses Market linkage, business development strategies, cooperative development, project design and partnerships, technology and innovation integration, capacity building, and sustainable economic development.

Akampumuza Precious, PhD

I am currently a business coordinator and researcher at the Japan Weather Association. I was awarded a doctoral degree in Sustainability Science by the University of Tokyo in June, 2020. I have both primary and secondary data collection and analytical skills, drafting proposals, and ability to communicate effectively to audiences of different technical know-how. I have initiated and led projects, and trained policy makers in different countries in Asia and Africa. I am passionate about identifying developmental challenges and engaging in partnerships with both Governmental and Non-Governmental Organizations (NGOs) to propose technology-based solution to the identified challenges. I am a strong people leader and committed to excellence. I am hoping to continue utilizing my academic training and the above strengths to achieve successful results in my work. Based on the above, I hope to engage in projects aimed at promoting sustainable development in societies that will be hit the most by climate change.

Mr. Alsen Ndaruhutse

Alsen is MEAL expert with 20 years of experience leading MEL technical design and delivery across regional portfolio. He brings blended expertise in systems thinking, theory-based and participatory evaluation approaches, and cross-disciplinary and human-centered approaches to MEL. He is very well skilled in providing strategic leadership and oversight to teams and programs in development and humanitarian settings. He has great experience in the INGO sector gained from various agencies in Rwanda, Uganda, Tanzania and does bring knowledge working with big donor-funded projects which include those of USAID, FCDO, EU etc. Alsen is experienced in research and evaluation especially in the areas of Education, Health, climate adaptation, sustainable development, Agriculture, and Food Security. His academic journey includes MSc in Development Economics and International Development and an MA in Monitoring and Evaluation (MME). He has got professional training in Project Management, with Project Management Professional (PMP®) Certificate, Risk Management Professional (PMI-RMP®) Certificate; Lean Six Sigma Green Belt Certificate; PRINCE2® Foundation Certificate, and MEAL DPro Certificate. I have built a career at the intersection of policy, equity, and impact. From program management to strategic communications, I excel at translating high-level goals into actionable results that drive meaningful change.

Blaise Muhire Mwanga, PhD

I am an accomplished professional with over a decade of hands-on experience in peacebuilding and conflict management, specializing in program implementation across the Great Lakes and Sahel regions. My educational background includes a Ph.D. in Political Geography, supported by a robust track record of scholarly research and active community engagement in fragile and conflict settings societies. I bring proficiency in addressing critical issues such as conflict and climate change, climate adaptation and resilience, gender and conflict sensitivity, and indigenous rights.

My expertise encompasses a profound understanding of peacebuilding frameworks within diverse contexts, including humanitarian, transitional, and post-crisis scenarios. I am particularly effective at establishing partnerships with Civil Society Organizations to address the root causes of conflicts. I excel in results-driven monitoring, policy analysis, and multisectoral assessment.

I am recognized for my significant contributions in peacebuilding governance, climate security and adaptation, humanitarian, conflict sensitivity and social cohesion nexus. I also possess a strong ability to navigate global strategy, actively contributing to its design and collaborating seamlessly with various country offices to ensure successful implementation. Yvette Ruzibiza, PhD

Ruzibiza is an anthropologist with a specialization in gender. She is an Associate at CDP. Yvette is currently at the final stage of her PhD at the University of Amsterdam, Netherlands. Yvette holds a master’s degree in Development Studies with a specialization in Human Rights, Gender, and Peace and conflict studies. In her professional work, she focuses on youth empowerment, engagement, and gender-based violence, inclusive development, migration in Africa.

Safari Vincent

Safari is an Economist and Founding member of CDP with more than 17 years of progressive professional experience in international trade with a focus on Cross-Border Trade, Trade and transport facilitation, regional integration, and trade policy advocacy. For several years, Safari served as a technical expert of Trademark East Africa and MINICOM working on Non-Tariff Barriers before joining UNDP and currently working for UNECTAD as a trade expert.

Dominique Habimana, PhD Candidate

Habimana is an associate at CDP and a highly analytical statistician with 10+ years of progressive experience in the modernization of the statistical system, complex household and business survey design and implementation, including poverty analysis and microeconomic modelling. He is currently finalizing his PhD in data science with a specialization in econometrics at the African Centre of Excellence in the Data Science/University of Rwanda.

Geoffrey Gasore, PhD Candidate

Geoffrey Gasore is a CDP associate and an Engineer with over 14 years of progressive experience in academia and research both in Rwanda and China. He is a Lecturer of Electrical and Electronics Engineering at the University of Rwanda- College of Science and Technology for the last 14 years. He is a member of the steering committee for the International Electro-Technical Commission (IEC) standard in Rwanda. Gasore is in the final stage of his PhD in Renewable Energy at the African center of excellence in energy for sustainable development with research supervision from the Colorado State University (USA).

Johnson Rukundo, PhD

Johnson is an Economist trained from Jönköping University-Sweden for a PhD. Currently working as an STC at the World Bank and undertaking consultancies for government and international organisations. Before this, I have been in the academic profession for the last 12 years, teaching, undertaking research activities and carrying out consultancies. Major research interests include Industrial Organisation, Economic Development, and Gender Economics Policy. I have profound experience in consultancies undertaken for both private and public institutions, as well as civil society organisations.

Jackson Bamwesigye

Jackson is a multidisciplinary Monitoring and Evaluation Specialist with 15+ professional and progressive experience in M&E of development and health programs with local and international organizations such as USAID, World Bank, UNFPA and UN, USG. He has extensively provided capacity-building and technical assistance to the national health M&E systems in Rwanda. Jackson has an MA in Development Studies specializing in Population Poverty and Social Development. He is a founding member of CDP and a regular trainer of result-based monitoring and evaluation.

Jonas Munyurangabo

Jonas is a trade economist; private sector development specialist; public policy analyst; market systems development specialist, and planning, monitoring and evaluation expert with 12 years of experience in regional integration, economic policy development and coordination with specific expertise in trade, industry, investment, SMEs, entrepreneurship, gender, green industrialization and youth employment.

Deborah Nibagwire, PhD Candidate

Deborah is an environmentalist with a focus on environmental pollution, atmospheric pollution impacts, indoor and outdoor pollution, health impacts, clean energy and community awareness on environmental pollution. She is currently working on the impact of outdoor Air pollution and other factors that influence indoor Air Quality and health impacts in Rwandan residential and commercial buildings to determine how to reduce health risks and vulnerability to Air Pollution. Deborah is now pursuing her PhD in environmental science.

Jules Ngango, PhD

Ngango is a Development Economist with expertise in Agricultural Economics, Resource and Environmental Economics, and Production Economics. He is the head of the Department of Economics in the College of Business and Economics, at the University of Rwanda (UR). His research interests are impact assessment, technology adoption, technical efficiency, productivity analysis, agricultural and land policy, women empowerment in agriculture, food security, food value chain analysis, agroforestry, and environmental valuation. He holds a PhD in Agricultural Economics.

Prof. Mutarindwa Samuel

Mutarindwa is an Associate Professor in Management with majors in accounting, finance and business economics in the College of Business & Economics, University of Rwanda, with 15 years of experience in teaching, research, and consultancy. His research interests are in sustainable finance and growth, corporate governance, financial sector development, financial markets, and the environment. He possesses a PhD in Business Administration (with a major in corporate governance) from Jönköping University (Sweden).

Hanna Fromell, PhD

Fromell is an Assistant Professor at the Department of Economics and Business Economics at Aarhus University and a Postdoctoral Researcher at the Faculty of Economics and Business at the University of Groningen, Netherlands. Her research interests lie within Behavioural and Experimental Economics. She is collaborating with other international researchers and CDP to conduct a study on “Cash Transfers and Intimate Partner Violence in Rwanda using VUP beneficiaries”.

Prof. Dr. Robert Lensink

Lensink is a development economist with vast experience in research in development economics, finance, and IPV, to mention a few. His specific research interests cover Gender Studies, Impact Analyses, Microfinance, Rural Development, CTs & IPV. Robert has extensive experience leading multidisciplinary teams in different parts of the world, including Africa and Rwanda in particular. Robert and other international researchers are currently collaborating with CDP to conduct a study on “Cash Transfers and Intimate Partner Violence in Rwanda using VUP beneficiaries”.

Nina Hansen, PhD

Hansen is an associate professor in social and cultural psychology interested in cultural change instigated by aid programs, mainly focusing on women’s empowerment and ample field experience around the world. Nina and other international researchers are currently collaborating with CDP to conduct a study on “Cash Transfers and Intimate Partner Violence in Rwanda using VUP beneficiaries”.

Prof. Malcolm Russell-Einhorn

Russell-Einhorn is a research Professor of International Affairs at the Elliot School of International Affairs at George Washington University, USA. Malcolm specialises in how Government institutions interact with other policy communities to advance inclusive and participative policies and programs. He is currently collaborating with CDP to design and implement a pilot project of the “CDP Policy Hub” in Rwanda, which seeks to advance evidence-informed policymaking in Rwanda.

Prof. Julia Dickson- Gomez

Prof. Julia Dickson-Gomez, Professor of Epidemiology at the Institute for Health Equity and Centre for AIDS Intervention Research in Illinois, USA. Prof. Julia is the Chair of the Peer Review Committee at the Institute for Community Research. Julia has extensively published and peer-reviewed research publications. Her research interests are in the influence of structural factors on HIV risk, effects of housing policy on drug users’ access, housing options of drug users, the impact of structural and multi-level interventions in the USA and developing countries, housing and informal settlements, informal settlement, climate change and health.

Jen Dickinson, PhD

Jen is a Lecturer in Development Geographies at the University of Southampton, UK. her research interests are in models of diaspora engagement and governance, including policy at the national and international levels, the role of diaspora civil society and diplomacy & geopolitics. She studies the impacts of diaspora on economic and political mobilization in origin countries, particularly on inequality, cultural heritage landscapes & tourism development, and diaspora youth political voice & agency as active citizens. She studies African Diaspora.

Berhanemeskel Atsbeha

Berhanemeskel is an Assistant Professor in Pharmacy at the University of Gondar, School of Pharmacy, Department of Social and Administrative Pharmacy, Ethiopia. He is an accomplished professional with a rich background spanning academia, consultancy, and expertise in pharmacy, marketing management, and strategic planning. With a robust educational foundation, including a Bachelor of Pharmacy, a Master’s Degree in Marketing Management and Pharmaceutics. His expertise in areas such as marketing essentials, digital marketing, and ethics in healthcare, coupled with a strong publication record in scientific journals and authored books, underscores his commitment to advancing healthcare systems and driving positive change.

Erneste Murindwa

Erneste Murindwa, a food safety expert with a master’s degree in food technology, has over a decade of experience as a consultant, aiding Rwandan companies in improving product quality and obtaining safety certifications. He has worked with organisations like Sight and Life and FAO-Mozambique, focusing on postharvest loss management since 2015. Murindwa is also a lecturer at the University of Rwanda and is currently developing the 2024-2026 strategy for the Scaling Up Nutrition Business Network (SBN).
